The Tower elevator puzzle revolves around powering the elevator in the Tower near the center of Hunrath. The player encounters a rotary phone dial and electronic display on a board on the Wall on the eastern side of the Tower. It connects electric wire from the Trainyard to a button by the elevator entrance. There is a hint in Mayor Janssen's journal that indicates that the correct code is "under the direction of [Hunrath's] first Mayor." This refers to the Roscoe compass on the mayor's desk, which can be turned over to reveal a note on the bottom containing the name of a state in the United States of America. The specific state written on the note changes from game-to-game, but it refers to one of the license plates hanging on the wall in the Gas Station garage. The letters and numbers on each license plate can be translated to rotary phone dial positions for the Tower using the pay phone across the bridge outside the garage.
